The idea that time itself can be "managed" makes it clear that that the author has ultimate control over the relationship between the past, present, and future; and how they work together. It seems that this being - able to "manage" an abstract concept - has little concern over the contents of time, as long it is occupied in some way.

Who is managing time? Why are they managing it? Why impose thy will upon an abstract concept that should be available to all? Time must be free, and not a slave to some uber-manager to become "managed". Why must time work? Can time work poorly? Who determines what working well is? Working well from one point of view may not be working well from the point of view of the rest of society. What can occupy time? Time waits for no man, and resists occupation by hostile forces.
