Interpretation 1:

It seems that this being - able to "manage" an abstract concept - has little concern over the contents of time, as long it is occupied in some way.

Interpretation 1:
Ultrasonic man is obviously a superhero. The author of the statement evidently has lifestyle issues that are changing rapidly. The author seems to be currently engaged in some kind of interaction with Ultrasonic Man where he is "evaporating" these issues.

Interpretation 2:
With alternate punctuation:

Ultrasonic man evaporates rapidly, changing lifestyle issues with me.

By placing a comma after "rapidly", we have a subtle but important variation on the role of our ultrahero, i.e. he evaporates himself, thus rapidly changing my lifestyle issues by the removal of one in particular, namely, Ultrasonic man himself.

He is the problem, and he is the solution! Hooray for Ultrasonic man!
